NJ WESTVILLE — Westville Borough Council approves ordinance on solicitation and endorses cannabis facility. Council voted 4-0 to adopt Ordinance No. 8-2026, which increases application fees for solicitors and restricts door-to-door activity to daylight hours only, directly addressing resident complaints about late-night Verizon solicitors. The council also voted 4-0 to support a Class 2 cannabis manufacturing facility proposed by Irie Mentality LLC, with partners Jeff Wiltshire and Trevor Divinuto.
Administrator Ryan Giles outlined approximately $750,000 in capital improvements needed, including police equipment, water department vehicles, and River Drive walking path work, noting the borough has sufficient borrowing capacity.
